WISHA Information Network (WIN II)
Project Description
WIN II is a mission critical project that included redesigning business processes to support a new Web-based system for tracking worker claims, safety inspections, and citations for WISHA. The new system was tasked to reduce dependence on an archaic OSHA reporting system and integrate and replace existing agency systems while developing new processes to make the business unit more responsive to employer, agency, and external agency needs.
Project Deliverables and Tasks
Cayzen provided six consultants who worked closely with the L&I business team, project management staff, and FTE IT staff to develop and deploy the new system. Over 15,000 development hours were provided to implement over 35 use cases and over 175 major features. Specifically, Cayzen delivered:
- Use case realization through the development, implementation, testing, and deployment.
- Design and development of an application framework embodying architectural best practices that persists
objects through an object relational model. - Development of screen mock-ups which were submitted for user approval and final development of ASP.Net pages to support data entry and work flow.
- Design and development of a major new SQL Server backend database to consolidate five separate databases into a unified system.
- Development of hundreds of SQL Server-stored procedures to enforce business logic.
- Development and integration of Crystal Report objects to meet reporting needs.
- Full unit, functional, and user acceptance testing.
- Management of moving builds from development to testing and into production.
- Mentoring L&I FTE technical staff.
Technologies
The technologies included Visual Studio 2003, VB.Net, .Net 1.1, ASP.Net, Web Services, SQL Server 2000, Crystal Reports, and Visual Source Safe.
Project Outcomes and Results
L&I was able to decommission existing systems, and its business users are now benefiting from the automated support provided by the new system. In addition, Cayzen provided the following advantages to L&I’s business unit:
- Provided change management and business process management by identifying missing processes and those in need of revision.
- Reduced the length of the citation issuing cycle.
- Increased the number of inspections and follow-up activities which leads to safer workplaces for employees and fewer fines for employers.
- Improved the communication between the enforcement and appeals staff.
- Improved communication, timeliness, and accuracy of business data between all business processes and
workers. - Increased efficiency from moving data collection to its point of origin and eliminating redundant data entry
processes. - Enabled the workforce to work in a task-oriented manner to increase productivity.
- Established better control over the monitoring and supervision of tasks which has increased the quality of
supervision
The project was built in three major phases. Phases 1 and 2 were delivered on-time, under budget and with more
features than planned. The final Phase is due to be released to production in May 2007.
